At the outbreak of the Second World War in September 1939, 20 European nations were neutral. But within a few months, only nine had managed to retain their neutrality. In all, just 14 countries remained officially neutral throughout the conflict. Yet even those states who'd declared military noninterference often found themselves embroiled in the conflagration, such was the intensity of hostilities.
